What an awesome set of rules you have set for the Church Web sites to follow! Good for you, it's nice to see someone at your level who really understands what the web is about and gets in there to figure things out. Usability is often forgotten about until the very end of a site launch, hopefully the Church will keep these things in mind when they are building any new sites as well as modifying existing sites.
